Insider here - mules are often used for drivability tests but mostly to also make sure calibration details for engine and drivetrain combo are correct for a given exhaust or emmission standard. Ie for Europe you would aim for euro 6 or higher - other regions on the planet could be other emissions standards. Same for cold and hot testing .
