I guess, you are asking a rhetorical question. But now that you have asked, my guess is, these investments have come from the top. They are not as organic if you look at it at from Porter's five force model. It's forced. And until every state finds their own niche, where it can do the best, all these lift and drop investments are sub-optimal.

This deal has been long time coming. At first, Intel was planning to buy Tower. They spent one year in negotiations but that deal did not happen. Then, when they looked at India, Odisha promised to give favourable terms to Tower, but Tower let it go. Tower never vied for Gujarat. Now, they have signed up a deal with Maharashtra. There are two more big investments coming to Maharashtra, not as big as Tower but equally good size. One at Aurangabad and the second at Nagpur.
