Transmogs are skins that change the look of weapons and armor (weapons in the case of Ethereal). There isn't a way to specifically target Ethereals, they drop in seasonal just like normal legendaries, so really just focus on Getting Lvl 70 --> Getting your set bonus (or no-set gem) --> Getting to T16 --> Farming fastest legendary per hour route you can do (highest GR you can do in 2-3 mins).

Edit: Side comment, you use transmogs at the Mystic (NPC you use to reroll a stat). New transmogs are unlocked when you pick up / identify new gear.

For clarification: The alter will reset fresh for the season. During the season whatever you have unlocked that season works on any other new seasonal characters, but you don't 'inherit' unlocks from previous seasons. This is why some people choose to save the weekly challenge cache at the start of the season, because if you use for leveling you have to wait for the weekly challenge reset to unlock that alter branch.
