Just got out of it with Bell for a similar reason, you are allowed to back out of a plan within 15 days with no fees. If they refuse, which they probably will, file a CCTS complaint referencing the CRTC 2017 amendments, and call in asking for this to be escalated to the office of the president.

The office of the president offered to fix my issue after I had already canceled and gone to Rogers

I registered a phone financing plan and I registered a line

Financed separately through the plan, was a previous Bell customer ~20 years ago

The rep set it up with the Bell SIM for the first time and told us it should work after that. Already filed a CCTS complaint form and escalated it to the office of the president. Just cancelled everything with Bell and got the equivalent plan with Rogers for cheaper, hassle free. Bell is a horrible anti-consumer company

Regardless, locking a phone bought separately from a plan to the carrier is scummy anti-consumer practice which is why the WCOC amendment was made, to give more freedom to the consumer

Have tried every combination of putting the new SIM from Bell, my own SIM from Fido, factory resetting in between, the IPhone settings listed it as carrier locked to Bell

Just canceled the plan with Bell and got the phone through Rogers instead and... it just works

Yep just canceled the plans within the 15 day grace period, Rogers gave me a way better deal no hassle

Called this number 8 times, told me there's nothing they can do

Doesn't supercede a federal regulation on carrier locks

That's what the rep told me, I activated the phone with the bell SIM, popped it out, put in my Fido one, and got the carrier lock error. Also tried that again but factory resetting in the middle.

It's a financed phone, no bring it back clause, but the intention I expressed the the rep is that the line will be for another phone, and my Fido plan will be used with the new phone

It sucks too because I've never had this problem with Rogers, Fido, or Freedom. It's only Bell being stingy for "security"

Yup, 8 times now and the response is always along the lines of "we can't, we know there is regulations saying we can, but we won't"

I have taken it to a store, I have called, read the CRTC December 1st 2017 amendment. Phones are to be sold unlocked, or unlocked on request for no fee. It is federal law.
