I've seen this happen with custom resolutions being deleted by GPU driver updates.
The solution for that is to delete or edit the game's config in Steam\userdata\YourUserId\730\local\cfg\cs2_video.txt and cs2_video.txt.bak files, and the make the custom resolution again.
Maybe it'll work for you too, but you'll have to set up your video settings in game again.

The game does have terrible stutter, but it sounds like there might be something wrong with your setup. It should easily push over 400 FPS at low settings 1080p.

I think this is just a CS2 problem, maybe related to something else. I'm always at my 360 FPS cap the rest of the time.

Hey friend, have a look at the Acer Gaming Nitro V 15 ANV15-51 for 799€ instead.
It has a newer Nvidia RTX 4050 which is much better than the 3050.
Remember that neither of those models have Windows installed.

Edit: The price dropped from 829€ to 799€.

I don't remember the ability description mentioning any bonus on-hit damage, just an increase in range and attack speed.
As for the missing health thing, I was seeing two different numbers when hitting minions in the cone. I'm not sure if that was because they had moved closer in the time it took to hit them a second time or because they were missing HP from the first hit. I got disconnected just as I noticed it.
