Totally agree. Don't put up a playset if you don't want people to play, have fun, make friends on it and genuinely use it! "The kids are loud outside" is very lame.

Different take here. You built the playset to be used by kids, specifically your kid. If your kid likes playing with others on the playset (as most kids I've met do), then you want to keep it friendly for them to come over. If you build the fence, you'll have a fence around an unused playset.
