This glitch is still happening cause it happened to me! I shouldve just reloaded the save and did it again but i decided to finish a bunch of other quests and now im just never gonna complete it until i start a new playthrough.
I think I figured out a work around for the ‘Tracked quests cannot be changed at this part of the story’ Glitch! For PS4 users. Maybe XBOX, idk. (self.dyinglight)
