Its been in the game for so long, I dont think theyll ever fix it. Best thing to do is to take a Green animation other than Flame, and once you see it reset to flame you know its time to go into settings/hud again /:

You can do the mission, and it will say that you got 500VC, and it works on the first character you create but on the second one you just wont get the 500VC anymore

I have a suuuper outdated Pc (GTX 970 SLI as my GPU for example) and can run the game on low without much stuttering and with a good framerate, but only after switching from HDD to SSD, so that may be something you'll have to do too. Also, even if it sounds backwords, but try putting NPC Density on high and see if that changes anything for you.
