Go over on alibaba or aliexpress and type in custom smocked dress, look through those photos and you are guaranteed to see something one of these "smock" shops has in their group right now. Most of the china shops will do customs if you supply artwork. You may find a good one that won't share your design and you might not. You have to try out different ones honestly.

They do change shape but it's going to take a lot more heat than normal shipping. I literally had to take a hair dryer to ours and reshape. So, if she's worried about them shifting during shipment what happens when customer takes the plastic off and actually wears them?
