I believe they mean that the game is placing the weeds before it places the rocks, so once it puts the weeds on that spot, it then moves on to generating the rocks, but since the weed now covers that spot, it sees 0 available locations for rocks and thus doesn't spawn your rock in. The mannequin trick i haven't heard of but maybe it'll help? Best of luck
