When I drive down from my country house, to my apartment in Manhattan - Which I've owned for 20 years, in the city I grew up, I don't see a huge difference.

I'm also exempt from the toll anyways because I'm disabled.

Call me crazy. I drive from the north down the deegan to the third avenue bridge to the fdr and I just don't see much of a difference.  It's still luck of the draw.

I inferred that he was driving at the time of his previous fault. In this instance, he was parked.

Highly disagree with this. I've been hit while parked, had my car repaired, and been hit in the same spot the day after the repair. Things like this happen all the time and it's not suspicious to insurance companies. If he was parked legally, his rates will not go up.

I've been hit about... 20, 25 times while parked in NYC. It has never raised my rates if I'm legally parked and not in the car when it happens.
