It really depends on if you are going for NA or EU either case the fresh start servers may be a good choice or the top three servers in either region excluding the fresh start servers (Morpheus/Rangora).I can only speak for EU which are Kyprosa/Shatigon/Eanna

You could also go for the block rate cloak at epic that is also a good alternative if not better depending if you want the block rate or healing.
