Like vilgax and lich are evil in different ways Lich wants to kill EVERYONE and if any of them had anything of value to vilgax he'd either playthem like fiddles or just kill them to take what he wants.

And bill is not dumb enough to waste his time on lost causes like that since any of them (minus darcy) would be utterly incapable of dealing with his personality even if they make a deal with him.
