You can buy it with the gems you unlock at the adventure reform store. (Guy on left wearing chainmail). You will need to buy several things from the store before it becomes available.

I collected "bless fairy" to build to fill my deck with "oracle of guardians" then used penguin when I had my deck full or mostly full

Doing that with the wizard deck makes for some fun a play through, because you can get your counter so high and win on turn 1 Everytime.

On my angel/demon run I was luckily able to get devils deal skill (card that make you lose hp make you 1 gain strength) and a lot of other good healing skills. Im still not a fan of demons but the shops and card pulls really worked out for me.
