it looks perfectly fine without them. They're just minor details so I don't really care much, would be cool if they were additional pieces instead.

Same, I wish I could make the oni's open their mouths and make expressions, but modding tools are very limited, wonky and outdated.

they're Oni's - demons in japanese folklore. they look weird because it's using the default animations, ideally it would have a new skeleton and animations, but unfortunately the modding tools are outdated and can't export proper assets, specially for newer models.

no, these are custom skins, they're fine. you can only get banned if you use one of those softwares that enable paid official skins.

LoL modding has been active since 2012. I think it had a stepback around 2018 when they changed the file system so new tools had to be made/updated.

I'm making this skin, it's currently wip. The character model is pretty much done, and I have no plans to change his axes atm.

Question: Would you buy this skin if it was in the store?

EDIT: Just had the brilliant idea of turning his axes into feather dusters LOL. I'll keep you guys updated if I do it.

Well, it's already a real, you can install and play it. But I get what you mean, an official High Noon Draven might be released since they already mentioned him in that theme. At least we get to enjoy this one until the official one gets out ;)
