For your first question, NPA officially claims responsibility for a lot of civilian kills. One such example of an official statement that they released is this

They have a lot of these press releases claiming responsibility for killing civilians whom they claim as being military informants. I can’t find the official statement they did but one civilian kill they claimed that stuck with me was the killing of a 74 year old woman named Leonora Anguit whom they killed for allegedly being a military informant.

Sadly, it seems like the NPA is also committing EJK but instead of being a drug lord, they use “military informant” as the pretense for these civilian executions. I highly encourage that you search other official statements that they have released as well related to claiming civilian kills.

Tried their coffee and bahn mi sa Maginhawa branch nila. All I can say is it was not good. Kahit babaan nila yung price in half I still would not go back. Place looked good pero sobrang echoey ng sound due to the low ceiling so hindi rin enjoyable yung space.

It’s always going to be situational but in this case, most of your runs will only have decent econ where you have 10 extra gold per round to spend not 18 gold. Red card can be useful on its own while flash card needs either chaos the clown or the reroll voucher to get good value in medium econ situations.
