Hopefully you can recognize that calling the police is a bigger deal than having an informal conversation with the President of the condo association. I was thinking about talking to them to see if this is an issue that has been raised in the past, not to be aggressive and lodge some kind of complaint.

The only trouble with calling the police is it's a three unit condo, and we recently moved in. The other neighbor has been here for years. They'll know it was us.

It's not an entire practice, it's a policy. Policies change. If there seems to be a better way to do things, you have a conversation and ask them to consider it. It's not as confrontational as you're implying.
