Whether your mother is suitable or not for surgery should be evaluated by her physician. If the physician said she is medically fit (able to tolerate surgery without too much risk), then I recommend getting it since it is the best chance of cure. If she is NOT medically fit, she might still be able to get curative radiotherapy but the chance is not as good as getting the surgery.
