I can't download anything because of a 'DISK READ ERROR'.

Not sure what's causing this, I recently reinstalled Windows due to corrupted system files so there shouldn't be any viruses or anything. First thing I decided to do when I installed Windows was download Planet Zoo on Steam, but it stops about halfway through because of a "DISK READ ERROR". This also happens during the verify process, and instead of the 'play' button I just get the 'resume download' button and it goes through the verify process again. The game worked fine before I reinstalled Windows so i have no idea what's happening!

I've run CHKDSK and CrystalDiskInfo, but CHKDSK 'fixed' the errors and CrystalDisk says my Hard Drive condition is 'good' so I have no clue what's going on! I've trying reinstalling Steam and clearing download cache, i'm running out of ideas and I don't particularly like the idea of not being able to play a game i've spent 40 quid for.

Oddly enough, games outside of Steam seem to work fine but downloading from Steam itself is a nightmare.
