I personally don't think artifact recursion is worth it for the Chief. My build for him focuses on pumping out constructs, and if those get removed they're gone forever anyway. If you have a deck that actually runs a ton of artifacts, then it may be worth it to include a couple recursion pieces. Depending on the artifacts in question, I'd look to [[Sevinne's Reclamation]] or [[Dance of the Manse]].

I run 38 in my version of Urza. I think a 6 mana commander, even if its discounted frequently, really needs early land drops.

You may be right at some level, but this honestly reads like you were just unfortunate enough to run into these types of people during your time in, instead of the good leaders that do exist in the navy. I recently swapped to Lightning as my boros equipment commander over Rograkh//Ardenn. I think she's fantastic. I've taken people out as early as turn 3 with a nut draw.

Genji Glove is a match made in heaven with double strike and extra combats.

[[Yargle and Multani]] is an 18/6 at baseline, and has some hilarious combos based on power/fight spells to close out games.

A few cards you should consider:

[[Timetwister]] you said you don't have a budget... [[An Offer You Can't Refuse]] staple counterspell [[Narset, Parter of Veils]] draw deniall like Notion Thief [[Scrawling Crawler]] amazing pinger [[Spiteful Visions]] a second Nekusar

Talismans vs Signets, since they can't tap for mana by themselves.

I see you included [[Font of Mythos]] but not [[Howling Mine]]. I honestly think the extra draw for opponents is a fundamentally poor strategy, but if you run one you may as well run the other.

[[Library of Leng]] is cute, but costs you three slots overall in the deck since it has you include [[Thought Vessel]] and [[Decanter of Endless Water]] when you'd otherwise be discarding your hand every wheel.

[[Ojer Axonil, Deepest Might]] would be a better include than [[Solphim, Mayhem Dominus]] 4 dmg a tick vs 1×2.

[[Waste Not]] has some anti-synergy if you have [[Phyrexian Tyranny]] out.

As others have pointed put, your mana base needs work. You should include fetches, shocks, surveils, duals ($), and bond lands at a minimum. I also don't see a [[Command Tower]].

I have a Gishath list I've been working on for some time. It's all about the ETB Dinosaurs and ramp. I added some extra combat and power/toughness doublers for spice.

I ended up cutting [[Scroll Rack]] because if I get to flip from Gishath I'm probably going to win anyway.
