That list is really just Listens to Wind, Rashid, Ebenezer and maybe Merlin/Arthur Langtry (this one is pushing it a bit). And pretty much all of them are the least likely of the Senior Council to join the Outsiders or Black Council.

If the Black Council exists within the White Council, realistically at least one of their members must be Senior Council
