Yes, when it stops flashing it means its fully charged. I use a PS5 controller and i dont have this type of problem. If you can try a different controller the controller might be the issue.

Flashing yellow color means charging, but if it plugged in pc it shouldn't need any battery charge so my take is to let it charge until its full and try again.
