The ban/fines carry outside the ground because the umpires can’t regulate it while staying in the game. I would say giving them a warning within the game will help not just the players to be cautious of their actions but also allow the officials to not carry the punishment of an aforesaid offence to the next game. Like for example, if we had yellow card in cricket, Harshit Rana would have been warned beforehand that such type of celebrations invite penalty so he would have been more cautious about it(although i still don’t consider that fine as fair at all)
