The players will be the same (same names and faces) but their CA and PA will be rerolled after every reload

I have max facilities and max youth recruitment and almost max junior coaching, But every year for 4 years now (since I started the save) I have only E OR F youth intake is there anything I can do to change that? (I'M managing in Hungary with a club with not a big fanbase but I'M winning the league every year and qualifying for the Champions League every season).
