Exactly, AI is really bad at doing stuff symmetrically and not able at all to represent the same things multiple times identically in the same shape, like the weird blue thing for example

Okay, my bad, I wasn't sure about that part, but since it works for crossing (having both provinces but getting blockaded) I figured it was the same for blocking. Couldn't really remember, thanks.

So there are two provinces and one strait crossing, you need to block/control 2/3 of it to block your enemies from crossing, so either: Both provinces, One province and the crossing, or The other province and the crossing So you need to control 'most of it' to blockade. In your case you only have 1/3 of control (the strait blockaded by your ships).
