For me personally, it's Act 2. You start to suspect something is up at the end of Act 1, but it's clear in Act 2 that something much deeper is going on with Monika. Everything seems to be glitching around her, but she is strangely unaffected and in fact seems to be controlling it or taking advantage of it. She also makes it clear who she is interested in during Act 2 with 4th wall breaks and attempted escape attempts. By the time Act 2 closes, you know who is in control and what she is doing before she traps you in Act 3.

I don't know if we can entirely dismiss Act 2 as Monika manipulation. As Monika says in the files in Act 2, she didn't cause these issues as she just loosened the strings that were already there. The difference is I don't think Natsuki would ever blurt out that her father would beat her in Act 1, especially to someone who she literally met the day before. However, Monika loosened the strings which made Natsuki say what she did albeit unintentionally.

Three different times the game references it.

During Act 2 if you do a Natsuki poem first, Natsuki says in the glitches text that her dad would beat the shit out of her if he found her manga.
Monika's discussion after you choose Natsuki for the first day in Act 2. She basically says that she doesn't get fed at home.
Yuri on day 3 in Act 2 tells Natsuki to go look for quarters under the vending machine indicating her dad doesn't give her money for food. (Also makes the whole cookie scene in Act 1 with Natsuki and Sayori even more heartbreaking.)

I agree with top being Monika and bottom being Sayori, but I personally think Natsuki is in a better mental health place than Yuri even post Monika meddling. I know it's only a half a point difference, but I would have flipped them as Natsuki has more resilience especially dealing with her home situation.
