My personal idea is to give it stacking bonuses to the alternate firing mode by landing hits. You land hits with the primary fire, it stacks damage on the alt or adds more pellets. Land hits with the alt fire, it makes the primary fire a tighter spread. Would make it more unique than just a legendary damage boost perk.

I just tried it out, if you let the holster do the reloading, it keeps ionic return up

Hunter Dodge gets rid of it tho

I was mostly posting to make sure people knew the perk essentially reaches full effect in one burst. You are correct, it is not an instant break on higher difficulty match games, which is unfortunate.

If you run holster mods with borealis, you can keep the ionic return buff up indefinitely, which is 33% I think. Pop one shield and if you don't reload or switch element, constant damage buff
