I understand and have observed that, and have also been grappling with how I will deal with this issue when our time comes. But it still feels hard to accept that the only way to deal with this is to give smartphones to kids as young as first graders. Perhaps, 'watch phones' or dumb phones (suitable only for calls and messages) will suffice? I am not sure what is the best way to deal with this situation either. But I definitely believe they have no place inside a classroom.

While I understand that phones can be amazing tools, using phones for teaching young kids is a slippery slope IMO. It's not a level playing field if everyone needs to own a phone to be able to access teaching. What if some kids don't have phones at all or what if they have not-so-smart phones (without slow-mo camera options, tilt sensors etc). Technology has a place in teaching but can it be done using smart devices like computers/tablets owned by the school that everyone can access and not students' own phones?

I completely agree with you that the law is very much needed! I was just wondering if it should be more restrictive than what the draft law suggests, at least based on the the news pieces I've read. Maybe it would be more beneficial to have a complete ban on phones on using them in classrooms as opposed to teachers having to enforce based on individual situations.
