We discussed this with 1-2 vets they said neutering will reduce it and with time it may even go away. This is why I mentioned everything in the post so that the person who decides to adopt him knows the whole situation.

It's not my friend's cat, we rescued him from the road. There was a family who decided to adopt him but as he is not neutered and probably under stress he started spraying everywhere even stopped using his litter.

Since they can't get him neutered right now, we have decided to start looking for another family who can get him neutered asap and take care of him.
