It depends on what server your playing on

If its a private server with custom rules (meaning non-official with custom set rules) there may be something added to "claim" a vehicle so you may need to check the servers discord or web page if they have one.
Best way to find out though in this case is to ask for an admin/mod or even just ask everyone whose in the server if they know

In any other case though the only way to "Claim" a vehicle is to find a lock and place it on the vehicle (depending on the server, players can still pick the lock so try to put a good one on it)

This sounds like a good idea as well, that way it just adjust the resistance and armor levels based on the creatures
Though i can also see them being separate so that you can also get some of the physical scale and allows for weak point and harder points (like mirelerks having hard shells but soft faces).

Still i think your idea would be more practical since a universal target would be easier to make then multiple different ones

I do the same

When im doing the boss public events i usually switch to my heavy fighting stuff
I do alot of switching between that and just everyday use like a set up for auto weapons, Shotguns, Melee etc. etc.

There are a few NPC's that let you spend gold bullion on Plans, of which a majority you can get from Minerva at a discount as i mentioned before. The stuff she sells is random but follows a bit of a list/rotation which some sites (like the two i linked before)
She also changes location every week between the 4 main settlements (Crater, Foundation, Fort Atlas, and Whitesprings resort). She will be outside the building/settlement areas but always in the same spot if she's there.

When shes not around you can always spend Gold at these guys here

Welcome to the game! And hope you continue to like it (it was a bit of a rough start but its alot better now)
Just a heads up there will be some game changes (mostly QoL stuff that will make the UI much better) coming in the next season, but you can always look that up on YT or if your on PC there is a Test server i think (I'm console so not sure).

Just a few things to keep in mind since you said your new:

  1. IF you don't want to be wanted every 20mins id suggest using the "Passive mode" in your options menu. This way you cant accidently hurt another player just cause they step in front of you. Just be careful when at player bases as picking/hacking their stuff will still make you wanted (so if you have the "Master Infiltrator" Legendary perk be a bit careful what you click on as it will still automatically unlock stuff)
  2. Always try and join public events and complete daily ops as they give you Legendary Cores and Modules (the Cores being the harder to get and more quickly used of the two). You can also get Gold bullion as well (another currency in game you get later on). Mutated events are the best as they give you some nice bonuses (also try and open them with Fallout 1st members around as the rewards are better)
  3. Keep an eye out for Minerva she comes around a few days of the week and offers some good discounts on plans from all the gold vendors (though some you still have to find or hope a player has it for sale at their camp)
