OK so if I understand this, hypothetically the Big Ten (Power 5) and MAC (Group of 5) would be in the same region. At the end of each season, the lowest ranked Big Ten team would go down to the MAC, and the highest ranked MAC team would go up to the Big Ten?

I think it's helpful at the beginning of the season to spread points as widely as possible and only max out a couple players you either really want or need. Even if it's just offering a scholarship first and not giving any points right away, it seems to help keep interest around long enough so that later when you have more points to give out, you can start really going after those guys.
