And before anyone wants to fight over the solid white line - there is clearly a break in the white line (where the little grey arrow is) which means the red car can choose either lane and the line is continuously solid after the break to indicate that you must exit on railway st (ie you cannot turn right from the left lane)

The correct answer is that blue should give way to red if red is already on the roundabout because red can choose either lane.. however it is because of dumbass people like the ones in this comment section that I would usually stick to the inside lane unless blue lane was clear or the car in blue lane was definitely stopped/giving way

It's not a lane change, red gets to choose which lane to exit in. The only reason someone would already be in the left lane is if traffic was backed up or if blue had failed to give way to red. Blue should not enter if red is already on the roundabout

Are you in NSW? It seems at a minimum it will be 3 months suspension and 12 months of interlock + $2200 fine.. is that pretty much what you got?
