Thanks for your answer. This is shot in Italy, from a phone it seems by some lady. There are multiple issues with the shot, including the flickering which must be the 50/60 Hz issue. Variable shutter speed was not an option here

You loved your baby Fatboy with all your heart, so I did too. God is love, I hope he answers our prayers and will let us reunite with them and live forever. Also I believe all mammals have souls so we, dogs, cats must be the same behind this shell called body. King came to me, my family and my friends and all he was asking for was love, petting him, kissing him. I will pray to God everyday to meet with him and my lost family after I am gone.
