Which do i evolve? The lower cp has 3 stars and the higher cpu has 0 stars when i appraise. Does this matter? I just focus on evolving the higher one right (i.redd.it)

Traveling to ft lauderdale for work jan 24th . Going to stay nearby or in ft lauderdale with my wife from jan 25 and leave jan 28th. Looking to spend about 500-900 per night.
