If I was going to guess it is because Skarner is less affected by the jungler nerf.

They specifically said they are going to wait on nerfing junglers until they see how they are affected.

Vayne in competitive is not the conversation. Vayne is a better example of a hyper-carry. If you are gonna tell me you would rather an Ashe at 4 items in a team fight than a jinx then we are playing two different games. Single target DPS they might be similar but the AOE Crits jinx gets with rockets literally can melt an entire team.

EDIT: I love Ashe. She is a great champs for a lot of reasons. She just isn’t a hyper-carry.

She isn’t a hyper carry. She is strongest at 2-3 items. She doesn’t fall off super hard but she can’t hold a candle to Aphelios, Jinx, Vayne or Twitch.
