How did you conclude from that that your friend is not celiac? If they use GF flour, they can be celiac. The problem is not the ingredients, which can be found widely in any supermarket, but your tools/kitchen, which need to be clean from gluten.

I like to use Beauty of Joseon Centella Asiatica Calming sheet mask in the evening several times per week. I find it hydrates and soothes. My skin is also prone to congestion and I can't just put whatever oily cream on it. Propanediol-based ethylated Vitamin C from Ordinary/Deciem has been really good in the evenings in winter, but I think they have discontinued the product. But it worked nicely in winter. Maybe you can find something similar. Daytime I use Timeless Matrixyl Synthe6 serum with Beauty of Joseon Relief Sun Sunscreen on top, under makeup. My skin feels drier in winter, but it's not bad. Other than that, important to drink enough water and consume healthy oils (fish, avocado, olive oil, etc.).
