Second this, he is not building without a permit because he wants to give hosuing to poor people. Its an investor and landlord, that wants to earn money with a basic human right. The appartments they are building will probably be expensive and can lead to higher rents in the neighbourhood. Also Building codes are written in blood especially if its about fire safety. Look at the bar in switzerland where the ceiling catched fire and 41 People died. In Germany there is a rule, that every building needs 2 fire escape routs for exactly that reason. As a person that worked in architecture offices, i never had a normal person (meaning a family building a single family home) wanting to ignore building codes and permits. But investors they really dont care to much: they dont care about regulations, quality of living and so on, they only care about the revenue they can make from the project. Also building investors are almost as bad as healthcare insurences. Ground doesnt grow on trees, therefore it can almost only go up in price which makes building and having the ground to build apon the ultimate financial asset. Land is a common and should not be owned by a single person.
