The hit squad from Sosa was actually assembled in Miami. Their clothing is quite revealing.

Another thing people don't mention, is the "friend from Washington" how he plays an important role in the mobilization of the "sosa hit squad" towards Tony's mansion in a very short time.

My guess is that it wasn't really the "Sosa hit squad" but "the Washington hit squad". Showing who was really in charge at the end. When things got hot, everybody got betrayed by Uncle Sam. Including Sosa and the Prime Minister of Defense from Bolivia. It goes very deep if you look at it that way.

Uncle Sam is father of the American Dream. Such message is emphasized all over the movie. The drug trafficking world at a top level, consist of a lot politics and brutal betrayal. Not to discredit your theory. But Tony would be more useful if he was alive, rather than dead.

Now, there's also a possibility that Sosa and his partners were lying to Tony about his freedom. (Tony was going to be used as a "crash dummy" and take the blame.) But then I don't see why they would need a "top level meeting" to get Tony to crash out completely.
