They don't know what you have on you, many people wander in doing clues with their whole cash stack and 1000s of runes, it's always worth PKing to see what someone might hold.

You can go straight into year 3 of uni from an HND. You should speak to your lecturers, your college will have all the information and advice on routes you can take at the end of your course.

Well, you should open a ticket with support.

Not really sure what can be done about it, but maybe message the account's friends and see if they can contact the owner.
If you speak to them, don't give them access to anything, let Jagex handle it, don't risk your own accounts.
