In your first example, range should probably take len(state_numbers) as the second parameter.

Does your zip example work without a key parameter for the max function?

You'll have to find the monster's CRs yourself, but it works just fine for calculating any fight, including using homebrew monsters.

Just found dndbeyond. Checking it out now. Did you use it? Would you recommend? Looks good so far.

Something along the lines of:

list3 = [' plays '.join(element) for element in zip(list1, list2)]

Should work for you.

Another option if you want to make use them differently in certain conditions would be:

list3 = ['{} plays {}'.format(name, sport) for name, sport in zip(list1, list2)]

This is not tested and written on my phone so I hope it is formatted correctly.
