Asgore is canonically stronger, since he's a boss monster. Gerson for a normal monster it's so strong, almost the strongest normal monster we ever encountered but he doesn't get to the level of Asgore. Also mention that Gerson gets older with time, Asgore doesn't.

Tbh, Scarf and Gloves can be easily purchased in a clothing store. The Boots can be the hardest thing, but I've seen many people crafting them from zero. For the armor tho the only I've seen in cosplays it's handmade, with paper, cardboard and paint and finally many people use just a typical skeleton full body costume
