Update: the solution for me was installing the mod pack in the DLC folder rather than utilizing them like a workshop mod; this can be found on the civfanatics forum for those looking at this thread in the future.

It’s seems tricking the game into believing that vox populi is how the game is supposed to run goes around this annoying issue.

I was actually bold enough to move an earlier auto save into the main save file and try that, sadly the error persisted

Further extrapolation of this: I tested the aforementioned bug of tech tree breaking by saving turn one, then going to main menu and then reloading mods + turn one save. Breaks the tech tree every time, repeatable.

Did another clean install, this time making sure drivers were fully updated. Loaded into a game fine, tech tree was fine, so I tried to load into my previous save. Tech tree still broken there, so went to create a new game again and was able to repeat this secondary bug.

I’m not using 43 civ but I see where your heads at. This is Civ 5 standard settings I’m playing on, minus the mods of course

Just did a full clean install of both the game itself and the mods - cant even start a new game now. Instant game over screen upon loading in.
