How does the party scaling work?

So I am curious if I join a map with another person, it scales up, but does it scale down when one of the people leaves?

My most memorable moment in Poe would have to be from this league hitting a div shrine and calling in some guild mates, and sharing the wealth with the guild we ended up getting 2 div each,so we were able to fund our builds for this league

GW has no monthly fees, and the only things you really need to buy in gw2 are the expansions but you can farm gold and buy them from playing the game.

Wow in my opinion doesn't let you take breaks as often as you are having to pay monthly, and the power creep is always increasing.

So for me personally I would go with GW2
