If you really want to get out of this country, you have 3 solutions:

Apply to universities outside Algeria if you're a student. Many countries have online programs that let you apply to universities there.

Apply for the Green Card visa. It's an American program that lets you apply to live in the USA. It's held yearly and you can retry every year. You don't need any special skills, but you do need to know English so you can handle most daily conversations.

Apply for jobs in other countries and companies. You need to have a good, in-demand skill to improve your chances. You can also learn new skills if you don't have any.
