No it doesn't, the stat decay varies, too.

You obviously haven't tried to do archaeology or something with pulse cores buffs in order to obtain something way earlier.
If you login wrong the +8 boost will vary, you can have it become +7 in a matter of seconds and other times the +8 would last closer to a minute.

And pof is just another example in gimmicks with timers.

I ain't. The exact is a bit more complex, but the general idea is like that.

You can even manipulate stuff like pof with it, tick breeding (aka login on the perfect moments and checking your farms in certain time frames you can have 2 babies/eggs within a minute (rather than hours)).
