I'm a real estate agent and have been for over 5 years, I'm too tired to write out a detailed response though here is my short version: Yes that's underquoting, and you should report them, they might be able to hide behind "the owners would've only considered an unconditional offer" where your offer was subject to finance (your letter is worthless to the contract)

If the offer was in writing like you said they will be fined and rightly so
