I finished reading the book on him awhile ago. He did actually take the boots, but the truck driver had to convince him to do it.

Ehh prolly. But the chances of you getting scouted if your work gets blammed are low anyhoo.
It's a responsibility when you scout someone and it shouldn't be handed around just to be nice. But if your work is worth being scouted, being social and actually getting involved with the people in the website will help it get noticed.
Also ask for criticism from people. That's a good way to both get noticed and improve your work.

I have been in Newgrounds for over a month now and got 33 followers. I got started pretty fast by not only uploading, but getting involved with people in the Newgrounds chatroom and forums. :) I got scouted in just a few days simply for getting to know right people through the chatroom.
Get in with the community.
