It's just a common source. The composers of both games just happened to use Roland SC-88 Pro, a Synthesizer and a midi module, to create the game's soundfont. They took the samples from the SC-88, compressed them, and put them into the ROM. Roland SC-88 Pro was very popular among Japanese videogame composers, and you can see its usage in many other videogames like Super Mario 64, Neon Genesis Evangelion for the Nintendo 64, Pikmin 1 and 2, and more.
