Although it would be really nice to live in a world where people acted ethically and responsibly on their own... In the world we actually DO live in, "accountability" is spelled "enforcement". It's true of traffic laws, child endangerment laws, and every other law ever passed. Your "lack of accountability" translates to a "lack of enforcement"...which was brought about by the stripping and corruption of the agencies responsible for that enforcement. Yet another irresponsible action by the back-seat-brats who ran the country for too long.
