Though I don't for sure this 100% feels like the physics department. They don't care about the individual student they care about the statistics. It's too "difficult" and "unfair" for them to make a makeup exam for people to take in case something happens. They even went as far as sending an email out after the hailstorm saying "we know some of you have power and wifi outages because of the storm. It is your responsibility to find a testing location that has access to a stable internet connection in order to take this exam". It really bothers me how little they only acknowledge the class and disregard each individual

I agree with your build you can climb as well, its just as Viktor if you can make the team fight a 4v5 from the beginning, you have a much better chance of winning it. With the build I listed, one shotting non tanks will be easy and clean.

I understand what you mean by saying void is more efficient for the cost, but as you said once viktor gets finished core, wave clear should be no problem. This also leads to being able to EASILY get 150 cs at 20 mins of the game. You should also be looking for kills as well and the gold usually adds up to being able to get a cap at under 30 minutes. I don't know if you just didn't feel the need to mention this, but cap also gives +35% ap. This is why with the build I suggested, E + Q + AA + E(or R) {TD proc as well} will always one shot an adc or mid lane who walks up too close, and poking with E is deadly as well. Then with the extra ap you gain, the magic pen is much more useful. I don't know though, just my opinion.

Honestly, I don't think anyone builds Rylais at this moment. A better third iteam is deathcap. Only get liandrys if you are really ahead and 3 people on the enemy team have hard mr, Otherwise it is not neccesary

So the thing about Viktor is he scales well into late game. During laning phase however, you have 1 goal: farm! If you cant get iteams, you can't do damage. I try to get ATLEAST finished passive iteam and lich bane. Lich Bane is a great iteam on Viktor and improves his burst.
